[Thesagri] mécanisation agricoleNote de contenu : This paper proposes a contribution to the analysis of the processes that accompany the increasing fragmentation of agricultural worlds between contrasting models of development. To this end, we examine an area that has until now attracted little attention in this respect, that of the scientific and technological actors involved; we also look at original mechanisms which aim to create intersections between models of development. The paper is based on research carried out in Argentina, a country where there are two major contrasting models of development, embodied by the notions of agribusiness and family farming. We analyse the trajectory of a technological innovation in the field of machinery, based on the determination of agronomists and manufacturers to adapt agribusiness technologies to the needs of small family farmers. We study the attempts at problematisation and interessement that they make in relation to this public and its accompanying scientific and technical actors. These dynamics reveal contrasting approaches to innovation, technology and agricultural development. They also demonstrate the profound misunderstanding that exists between these two heterogeneous worlds.

[Thesagri] vétérinaireNote de contenu : Over the past ten years, the number of veterinarians in rural areas has declined in many countries, giving rise to concerns about the geographical coverage of livestock health care. However, very little scientific work has been devoted to veterinarian shortage areas. This paper aims to shed light on this issue. Using econometric models based on count data, we test the effect of geographical and socio-economic characteristics of French living zones on the number of new veterinarians established in 2014. This work generated several findings. First, our study emphasises the importance of taking into account the heterogeneity of veterinarians. Indeed, the estimation results highly depend on the type of animals treated and gender. Second, we observed that the location of food animal practitioners depends on the characteristics of local demand (size and type of animal production) as well as on labour supply factors (natural or urban amenities, public service facilities). The results suggest that the risk of veterinarian shortages may be higher for areas specialised in animal production other than bovine (sheep, goats). They also suggest that maintaining public services may be a key issue for attracting food animal veterinarians in remote rural areas. Finally, our results show that veterinarians tend to cluster, which suggests that new veterinarians choose to establish themselves as employees or associates in already existing veterinary offices in order to share costs and minimise risks.

We study this effectiveness in three alternative policy regimes: the free market optimum, the Finnish agri-environmental scheme, and socially optimal cultivation, and also design policy instruments to achieve the socially optimal outcomes in land use and fertilization. We first develop an analytical model to describe crop rotation and the role of legumes, and examine its implications for water and climate policies. Drawing on Finnish agricultural data, we then use numerical simulations and show that shifting from monoculture cultivation to crop rotation with legumes provides economically and environmentally better outcomes. Crop rotation with legumes also reduces the variability in profits caused by stochastic weather. The optimal instruments implementing the social optimum depend on nutrient and climate damage (nitrogen tax), as well as carbon sequestration and nutrient reduction benefits (buffer strip subsidy).
