[Thesagri] SuèdeNote de contenu : The 2013 reform of the Common Agricultural Policy (CAP) introduced compulsory ‘greening’ measures with the goal to mitigate environmental degradation caused by intensive agriculture. This paper aims to investigate how the implementation of the Ecological Focus Areas (EFA) obligation will affect regional agricultural development, the economic performance of farms and land use (including choices of EFA measures) in two representative EU regions. The research approach combines agent-based modelling (ABM) with stakeholder interactions to evaluate how farmers are likely to adapt to the new policy framework and the implications for their behaviour of the different components of the EFA obligation. Our results show that structural impacts of EFA measures are minor in both regions. The most preferred alternatives (fallow land in Sweden and catch crops in Germany) are income preserving for farmers rather than being effective for improving the environment. However, general concerns by farmers for biodiversity and the potential benefits for developing sustainable agriculture were revealed during the stakeholder workshops. We conclude that the large flexibility in choice of measures, watering down of the EFA regulations, implementation at the farm scale and lack of spatial targeting will all but eliminate any potential environmental benefits of the greening measures and subsequently, undermine farmers’ and citizens’ confidence in the CAP and its makers.

We apply a two-steps approach, i.e., a hurdle zero-truncated negative binomial model, that allows accounting for a large number of non-visitors caused by the off-site phone survey and over-dispersion. Given the national scale of the survey, we group forest zones to assess consumer surpluses and travel cost elasticities for relatively homogeneous forest types. We find that forest recreation activities are travel cost inelastic and show that recreation in Swiss forests provides large benefits to the population. The most populated area is associated with greater consumer surpluses, but the lack of recreational infrastructure may cause a lower recreational benefit in some zones. For these zones, recreational benefits may be lower than costs caused by maintenance. More efficient management would require either improving recreational infrastructure thus increasing benefits, or switching the forest status from recreational to biodiversity forest hence decreasing management costs.

[Thesagri] indicateur économiqueNote de contenu : Publications on the modelling and mapping of ecosystem services (ESs) have increased exponentially in recent years. In this literature, a call for integrated environmental assessment is increasingly made, even if, in the ES context, the concept of integration remains fuzzy and can refer to different elements. First, this review paper attempts to clarify to which elements the word ‘integration’ is attributable in the ES literature. Integrated assessment can refer to the consideration of pluralistic values, the attention paid to several ESs and ecosystems, the accounting for multiple spatial and temporal scales, the implication of different stakeholders or the combination of techniques stemming from different disciplines. Second, this paper provides a review of the latest advances in the literature on mapping ESs, from the ecological to the economic perspective, in order to illustrate what can be done and what progress remains to be made to perform integrated and spatially explicit assessments of ESs. Third, this paper reviews examples of studies performing integrated assessments using the different meanings integration can take. Finally, it concludes by presenting the remaining challenges that research on this topic faces to perform fully integrated spatial assessments.

Hence, it is not easy to find all the relevant articles when performing a benefit transfer, a meta-analysis, or a review of literature. Also, it is not easy to identify trends or common practices in these fields regarding the elicitation method. We have constructed and made available a unique database comprising 1657 choice experiment and/or contingent valuation articles published in journals related to agriculture, environment, or health between 2004 and 2016. We show that the number of choice experiment studies keeps increasing and the single-bounded dichotomous choice format is the most employed question format in contingent valuation studies. We also consider the new nomenclature proposed by Carson and Louviere and we show that the “discrete choice experiment” is more popular than the “matching method,” especially in journals related to agriculture.
