[Thesagri] vêtementNote de contenu : The goal of this study was to estimate how the perceived costs of biosecurity measures and the characteristics of the farm and the producer influence the adoption of four biosecurity measures: (1) the use of protective clothing when entering an animal shelter and (2) the use of protective shoes when entering an animal shelter, (3) the verification of the health status of animals coming to the farm, and (4) the use of a carcass container to temporarily store dead animals at the farm. Questionnaire data from 852 Finnish livestock farms were analysed by a logistic regression model. The higher the producers perceived the cost of the biosecurity measure the less likely they were to adopt that measure. However, this response was inelastic. The results suggest that the use of biosecurity could be promoted by providing producers with economic incentives to follow stricter biosecurity policy. University education and the producer’s activity to maintain his/her professional knowledge had a positive effect on the adoption of biosecurity measures. Also factors such as the producer’s gender, farm size and production type contributed significantly to the adoption of biosecurity measures. The ongoing structural change in the livestock sector likely increases the use of biosecurity measures as larger farms were more likely to adopt biosecurity measures.

The economics of (i) no suckling, (ii) suckling for 3 days, (iii) suckling for 7 weeks, all assuming milk or milk replacer fed until weaning at 13 weeks, was compared with (iv) suckling for 13 weeks and no milk feeding. A linear programming (LP) model, maximizing profit on a dual purpose dairy-beef farm in lowland eastern Norway, was used for the comparison. Details on calf rearing methods, labor, weaning age, intake of milk, and solid feed were gathered for a sample of organic farms and grouped according to the length of the suckling period. The data were coupled with the National Dairy Herd Recording System (NDHRS) using cross-sectional data for the years 2008–2013. The results of the model study showed that suckling up to at least 7 weeks and longer than on most farms in the survey, had a positive influence on the farm economics. This was due to the positive influence on calf growth and health as well as lowered costs. Consequently, dual purpose dairy-beef farmers should be careful to sacrifice calf suckling and restrict calf milk feeding. Long suckling until weaning at 13 weeks was, however, unprofitable.

In this study, we undertook a farm survey in Finland employing a choice experiment to study the willingness to pay for animal disease insurance products. We found that producers’ willingness to pay for animal disease insurance is relatively low, even if consequential losses are covered. However, attributes of the insurance products which increased the likelihood of the producer wishing to purchase the product in a statistically significant manner were identified. The most important attribute was a low deductible. Using latent class analysis, four classes of producers were identified, those who were (1) not interested, (2) weakly interested or (3) strongly interested in insurance, and additionally, (4) a group who emphasised biosecurity measures but was not willing to purchase insurance. Those primarily interested in insurance were typically young, well-educated producers from large farms, and they already had a good level of biosecurity on their farms. However, the majority of the respondents preferred not to purchase insurance. The analysis suggests that commercial production animal disease insurance may need to be subsidised or otherwise made more attractive to producers, and even so, many producers might consider it unnecessary.

Such initiatives are supposed to reduce carbon footprint, while lowering dependence on external energy and creating new jobs. However, it is not clear whether such initiatives are efficient or even feasible on a large scale. This article examines the different factors that need to be taken into account, from the physical resources for renewable energy to the social and institutional factors (such as the intensity of social life or political cooperation). This article attempts to fill the gap in the literature on the role of nonmarket factors in regional development and the flourishing literature on renewable energy. By examining the physical distribution of resources in France, we show that there are many different pathways for increasing energy autonomy. Only a limited part of the French territory can achieve true autonomy, and this could be detrimental to industrial development. Thus, there should be a close coordination between national, regional and local levels of the administration. In order to examine the role of social and institutional factors on community-based energy autonomy initiatives, we performed an econometric analysis on the results of a national program aiming at fostering them. The results suggest a significant role for these factors in the emergence of these initiatives, which implies that policy instruments should take them into account.
